For three players: leave the chair to the left of the first East empty.
Skip those hands where the empty chair would be east. Otherwise play as usual. The empty chair does not get a turn, or any tiles.

Two other methods I have not tried:

Remove the north tiles and the bamboo and winter bonus tiles. Build a triangular wall, each side 23 tiles long and two tiles high.

Use the dragons as winds and the winds as dragons.

It is easier to find a couple of friends and teach them on regular rules :-D

Rules for 2- or 3-player MJ are found in just about every MJ book. You can also do an Internet Search (you might turn up the rules that way, too). Here's a list of Mah-Jongg books currently available at many bookstores, with my take on the books:

MAH JONG, ANYONE? 1964 by K. Strauser & L. Evans, Charles E. Tuttle Co., ISBN 0-8048-0390-0
This book describes the Western/American rules (NOT the NMJL rules, and not the WPAFB rules) of Mah-Jongg.

A MAH JONG HANDBOOK 1964 by E. Whitney, Charles E. Tuttle Co., ISBN 0-8048-0392-7
This book describes Western/American (not the NMJL rules, and not the WPAFB rules) and Japanese rules as they were 30 years ago. The Japanese rules have changed since then.

THE GAME OF MAH JONG ILLUSTRATED 1990 by P. Thompson & B. Maloney, Kangaroo Press, ISBN 0-86417-302-4
This book is fairly up to date, and describes Western MJ as it is played in Australia. Mentions the Chinese rules.

I haven't seen this one, but I hear it's a small little book that seems to be designed for the ex-pat living in HK who wants to learn to play mahjong socially. There's a good section on mahjong etiquette and a nice little glossary that gives terms in Chinese characters along with their Cantonese pronunciations. This book describes the Japanese rules as they were 45 years ago. The Japanese rules have changed since then.

It describes classical mah-jongg, which the author defines as the game as played in China in the second decade of this century.

Some features of this game:

144 tiles
Settlement between those who don't go out Everybody pays for himself except when a dangerous tile is discarded Doubles double
No lower limit on mah-jongg hand (well, the least you can have is 12 points, 10 for mah-jongg and 2 for a pong or pair (to avoid a no score double) but you don't need any doubles or one suit or anything)

The book also discusses the history of the game, and some variants.
